Anne Bilder

Anne E. Bilder is General Counsel for the University of Northern Iowa (UNI), having joined the office in January 2024 ^[1]. As UNI's chief legal officer, she manages the Office of General Counsel and serves as a member of the President's Senior Leadership Team and Cabinet ^[1].

Bilder's practice is grounded in higher-education law. Her principal areas of focus have included employment law, student affairs, legal issues related to campus programs for children and youth, Title IX, privacy and cybersecurity, and diversity issues ^[1]. In addition to her work as a university attorney, she has taught courses in privacy law and higher education to law and graduate students ^[1].

Before coming to UNI, Bilder served as Senior University Legal Counsel in the University of Wisconsin–Madison Office of Legal Affairs. Earlier, she was Senior System Legal Counsel in the Office of General Counsel for the University of Wisconsin System, where she had been an attorney since 1998 and handled a broad range of legal issues affecting System administration and its many degree-granting institutions. While there, she served as Co-Chair of the UW System President's Task Force on Sexual Violence and Harassment ^[1].

Bilder is a graduate of Carleton College and the University of Wisconsin Law School, where she was a member of Law Review, and she also holds a master's degree in Educational Administration from the University of Wisconsin–Madison. She is admitted to practice law in Iowa and Wisconsin ^[1].

Bilder was elected to a three-year term on the Board of Directors of the National Association of College and University Attorneys (NACUA) and serves as Chairperson of the NACUA Solo & Small General Counsel Office Affinity Group ^[1][2].
