Rob Bonta Controversies: The Questions Behind His Record as California Attorney General
No public record charges California Attorney General Rob Bonta with a crime or finds that he broke the law. Five matters still follow him into the November 3, 2026 election against Republican Michael Gates: a $468,000 campaign legal bill tied to the Oakland bribery investigation, $155,000 in donations from the Duong family, the 2022 leak of concealed-carry permit data, his wife's role on the budget panel that covered his department, and the Paramount and Warner Bros. Discovery settlement.
Here is what each record shows, what it does not show, and what Bonta and his campaign have said.
Why did Rob Bonta's campaign spend $468,000 on lawyers?
Bonta's 2026 reelection campaign paid the law firm Wilson Sonsini Goodrich & Rosati about $468,000 in 2024, according to state campaign disclosures first reported by KCRA and confirmed by the Los Angeles Times. The firm represented Bonta while he provided information to federal investigators looking into alleged corruption in Oakland.
His political consultant, Dan Newman, told the Times that investigators approached Bonta because they viewed him as a "possible victim," and that "the sole role was to assist by providing information that would be helpful to the investigation." Newman added: "This was all completed in 2024, over a year ago, and the AG's involvement is over."
Part of the backstory is a letter. ABC7 reported in November 2025 that Mario Juarez, a business partner of the Duongs, wrote Bonta on May 9, 2024, claiming that "Andy Duong in particular has a recording of you in a compromising situation." Bonta's campaign said he forwarded the letter to the FBI, and a spokesperson called Juarez "a desperate guy at a desperate moment with walls closing in." No recording has been made public.
A complaint about the spending went to the state Fair Political Practices Commission. In December 2025 the FPPC closed it without finding a violation, FOX40 reported. Spending campaign money on legal help is not unusual for statewide officials: NBC Bay Area, citing KCRA, reported that Gov. Gavin Newsom spent almost $300,000 on legal help in 2021. Whether this spending was a good use of donor money is a question the FPPC does not answer.
What is Rob Bonta's connection to the Oakland bribery case?
The January 2025 federal indictment charges former Oakland mayor Sheng Thao, her partner Andre Jones, and father and son David and Andy Duong with conspiracy, bribery, and mail and wire fraud. It does not charge Rob or Mia Bonta. All four defendants have pleaded not guilty, and their trial opened in Oakland the week of October 14, 2026, according to the San Francisco Standard. Juarez pleaded guilty to bribery and is cooperating with prosecutors.
| Person | Status |
|---|---|
| Sheng Thao, former Oakland mayor | Charged; pleaded not guilty; on trial |
| Andre Jones | Charged; pleaded not guilty; on trial |
| David Duong | Charged; pleaded not guilty; on trial |
| Andy Duong | Charged; pleaded not guilty; on trial |
| Mario Juarez | Pleaded guilty; cooperating witness |
| Rob Bonta | Not charged |
The money is the other connection. After the FBI raided Duong family homes in June 2024, Bonta's campaign gave $155,000 in Duong-linked contributions to five charities: Youth Alive, Planned Parenthood Affiliates of California, Giffords, Moms Demand Action and the Brady Campaign. Campaign spokesman Nathan Click called it a step taken "out of an abundance of caution," KTVU reported. Bonta was not the only politician to give back Duong money; Rep. Ro Khanna did the same.
What happened in the 2022 California gun-owner data leak?
On June 27 and 28, 2022, an update to the California Department of Justice's Firearms Dashboard exposed confidential personal information on roughly 192,000 people who applied for concealed carry permits between about 2012 and 2021, according to the department's own announcement.
An independent investigation led by Morrison Foerster, with the cyber firm FTI, found the exposure unintentional. It cited weak training and expertise, incomplete documentation and procedures, and inadequate oversight. Bonta called the release "unacceptable," said it was "a breach of trust that falls far short of my expectations," and committed to carrying out all of the report's recommendations, including hiring a chief information security officer with department-wide responsibility.
Of the five matters, this is the one that happened inside the department Bonta runs.
Did Rob Bonta's wife oversee his budget?
For a few months, yes. Assembly Speaker Anthony Rendon named Assemblymember Mia Bonta chair of Assembly Budget Subcommittee No. 5, which handles public safety spending, including the Department of Justice her husband leads. After criticism, she recused herself from DOJ matters in a February 19, 2023 statement, saying there was "no legal or ethical conflict" but that she wanted Californians to "have absolute confidence in the legislative process," the Associated Press reported.
The Assembly then moved DOJ budget items to Subcommittee No. 4 on State Administration, where they were heard that spring. Rendon had defended the appointment, noting that the Legislature does not set the attorney general's pay and that any budget still has to pass both houses and the governor.
Why was Rob Bonta criticized over the Paramount settlement?
In September 2026, Bonta and 11 other state attorneys general settled their antitrust lawsuit over Paramount's roughly $110 billion merger with Warner Bros. Discovery, ahead of a trial set for 2027. The terms include a $1.5 billion domestic production commitment over five years and a $47.5 million employee fund, according to TheWrap. The judge had not yet approved the deal at the time.
Critics said Bonta caved after weeks of saying his goal was to stop the merger. Bonta responded: "Let me be clear: This settlement is not a vote of support for this merger." Newsom, who had publicly favored a negotiated outcome, denied leaning on him: "I didn't pressure anybody."
Rob Bonta vs. Michael Gates: what's at stake on November 3
Newsom appointed Bonta on March 24, 2021, to replace Xavier Becerra, who left to become U.S. Health and Human Services secretary. Bonta was sworn in April 23, 2021, and won a full term in November 2022. He and Republican Michael Gates, a former prosecutor who served as a deputy assistant attorney general at the U.S. Department of Justice, advanced from the June 2, 2026 primary, according to the Daily Bruin.
One more dispute tends to come up. In 2025 Bonta's office wrote the official ballot title for Proposition 50, Newsom's redistricting measure, describing it as authorizing "temporary changes to congressional district maps in response to Texas' partisan redistricting." Opponents called the title misleading. His office then defended the measure in court, and the U.S. Supreme Court declined to block the new maps in February 2026. No court has found the title improper.
Gates's campaign has also published a website, RobBonta.org, that compiles many of these same issues. Every fact in this article is drawn from the news reports and public records cited below.
